Why does a god or goddess have both a Greek and Latin name?

Because the Romans incorporated the Greek pantheon (gods) into their religious beliefs and gave them Romanised names - (Jupiter for Zeus etc.) when Greek territories came under Roman rule.

The Romans admired Greek culture - sculpture, paintings, literature and all things Greek became quite fashionable in Rome.

Why does a god or goddess have both a Greek and Latin name?
Greeks had their gods and Romans had their gods. When they started coming together they combined their gods and they got both names.
